Decision:

To enter into a construction contract with Wring Group ltd to undertake the demolition of Holmlea Farm, including all agricultural buildings, located off Springbank Road, Cheltenham.  Contract value £98,060 and a contingency of £17,500 (+VAT)

Reasons for the decision:

To remove redundant buildings leaving he site ready for future development as it forms part of the Golden Valley Development.  The project was accelerated due to repeated anti-social behaviour which has left the buildings in a poor and dangerous condition.

 

Whilst an informal tender was undertaken, a waiver for the project was approved on 01 November 2023.

Alternative options considered:

The farm buildings were always intended to be demolished to allow the Golden Valley scheme to be developed.  The work was accelerated due to the extent of anti-social behaviour.

 

Three costs were obtained, two from specialist demolition contractors and a third from a general building contractor.  Wring Group’s tender provided best value.
