Decision:

To approve the adoption of the Gloucestershire Resources and Waste Partnership (GRWP) Interim Strategy

Reasons for the decision:

The Gloucestershire Resources and Waste Partnership has developed an interim strategy whilst awaiting further guidance from DEFRA around Deposit Return Scheme, Extended Producer Responsibility and consistency of kerbside waste and recycling collections.  This has been formally adopted by Gloucestershire County Council as the Waste Disposal Authority and Waste Collection Authorities that form the remainder of the GRWP are asked to formally adopt this interim strategy for Gloucestershire.  The interim strategy has been adopted by the partnership on the understanding that it is flexible enough to change as necessary as new legislation emerges.

Cheltenham Borough Council Officers and elected representatives have been involved in the development of the strategy as members of the partnership.

 

Alternative options considered:

Failure to adopt the strategy would undermine the county partnership and the spirit in which it was set up.  Much of this interim strategy is already included in Cheltenham Borough Council’s own interim Environmental Services Strategy.

 

Other reasons / organisations consulted

Cheltenham Borough Council Officers and elected representatives have been involved in the development of the strategy as members of the partnership.  The GRWP has also been subject to public consultation.

There are no direct financial implications as a result of adopting the interim strategy.  Any expenditure which may be incurred as an indirect result of the strategy will be dealt with as part of the budget setting process and submission of appropriate business cases approved by relevant officers and elected members.
