Decision:

To award a contract to Campbell Tickell to undertake the Cheltenham Borough Council (CBC)-Cheltenham Borough Homes (CBH) tenant and leaseholder consultation following Cabinet’s decision on 17th October 2023 regarding the future winding-up of Cheltenham Borough Homes. This contract will be for the sum of £18,250 excluding VAT (Value Added Tax) plus any reasonable travel expenses and accommodation costs.

Reasons for the decision:

This decision provides CBC with authority to commission Campbell Tickell to undertake a thorough, wide-ranging consultation of existing CBC/CBH tenants and leaseholders. This consultation will provide CBC with the opportunity to:
• Gauge views from tenants about the transfer of housing services from CBH to CBC, identifying any key themes/messages and matters CBC needs to consider as we move towards the new integrated service model.

• Understand key priorities emerging from tenants that we should take account of as we integrate our housing services within CBC. This will include an understanding of the strength of feeling within regards to these priorities.
• Consider the future of our Tenant Scrutiny & Improvement Panel (TSIP) and what this should look like as we move to our new way of working.
• Consider any other new ways of engagement that CBC could adopt on an ongoing basis, ensuring alignment with the Regulator for Social Housing’s Consumer Standards.
In the run up to reaching this decision, CBC approached four potential bidders to ask whether they wished to submit a bid to lead this tenant and leaseholder consultation on CBC’s behalf. Three of these organisations expressed an interest, with one bid (from Campbell Tickell) subsequently being submitted to CBC.
Campbell Tickell’s submission was evaluated by representatives from CBC, CBH and the Tenant Scrutiny Improvement Panel- TSIP. This evaluation included a ‘questions for clarification’ meeting with Campbell Tickell. Representatives evaluating Campbell Tickell’s proposal unanimously agreed that it met our key requirements as summarised in the bullet points above.

Alternative options considered:

Retender on the basis that only one bid was received. This was rejected as the bid received was considered to meet our requirements.
