Decision:

To grant a Licence to Gloucestershire County Council for the use of Albemarle Gate Car Park as a site compound between October 2023 and August 2024 to facilitate works to the implementation of the Cycleway.

 

Reasons for the decision:

A Licence has ben granted for the use of Albemarle Gate Car Park for 10 months as a site compound by Gloucestershire County Council. The Gloucester to Cheltenham Cycleway is being extended along the A435, providing a link from the Racecourse Roundabout to the Honeybourne Line. During implementation, the contractor requires a secure site to store plant and machinery associated with the process, as well as a location for their welfare and site facilities. Albemarle Gate provides excellent access to the works and is of a suitable size.

 

In return for the use of the site, the County Council have agreed to resurface the car park on vacating. The car park is currently an unmarked gravel surface which is prone to surface water flooding in bad weather.

 

In addition, areas of the neighbouring park land will be re-seeded following vacating the site.

 

Alternative options considered:

The Council could reject the request however by doing so, they risk delaying the implementation of the Cycleway while a suitably alternative site is identified.

 

CBC own no other suitable land nearby to the development site which could be used and the County Council would have to approach private landlords for use of their land.

 

Consultees

CBC Trees Officers, Revenues and Resources, Green Space Development Manager and  have been consulted.

 

Trees have raised no objections other than to proviso tree protection for the site.

Green Space Manager highlighted the Ubico must also be informed as part of the site gives access to Pittville Park which is a route used for mowing.
