Decision:

To redistribute internal s106 budget allocations so that £10,000 of s106 monies allocated to ‘Public Art Strategy Fund’ is used to top up existing £5,000 ‘Celebrating Women Feasibility Study’ budget for the purposes of delivering a tangible ‘Celebrating Women’ project.

 

Reasons for the decision:

There is £132,476.75 of s106 monies currently allocated to four projects, of which £5,000 has been allocated to carry out a feasibility study into how best public art in Cheltenham could celebrate women.  In the context of previous projects not progressing for a number of reasons including Covid-19, the Public Art Panel has taken a refreshed position on deliverables and budget allocation.

Upon review of the envelope of section 106 funding, the Public Art Panel unanimously agreed the benefits of delivering a tangible ‘Celebrating Women’ project override that of a feasibility study, and to enable the Council to deliver, it is necessary to utilise the budget previously allocated to ‘Public Art Strategy Fund’.

The Council has a published Public Art Strategy.

 

Alternative options considered:

Delivery of a ‘celebrating women’ feasibility study, rather than delivery of a tangible ‘celebrating women’ public art project.
