 3 year Agency Agreement with Gloucestershire County Council for Cheltenham Borough Council to provide consenting and enforcement works on ordinary watercourses on its behalf.

 

Reasons for the decision:

 

 The previous 3 year agency agreement has come to an end. This agreement extends to a further 3 years. Cheltenham Borough Council is currently well-resourced to deliver the services in-house, having recently recruited a flood risk and drainage engineer and support officer.

 

Alternative options considered:

 

 Some of the technical expertise required for these works has previously been provided by Publica through a sub-contract agreement. Publica does not currently have resources available to support flood risk management in Cheltenham. Cheltenham Borough Council has also improved its in house capability so external services are no longer required.

 The annual payment covers current costs and will be increased by 3.5%. A request has been submitted to GCC to review the payment annually in line with the Consumer Price Index (CPI).
