Decision:

To award a contract to Chiptech International for the supply of digital lifeline and ancillary equipment:

500 Chiptech Seven dispersed digital alarms and pendants with dual SIMS, also includes 1 year annual licence fees

50 fall detectors

200 interchangeable wrist straps

The total contract value is £101,943 excluding VAT.

 

Reasons for the decision:

The decision dated 27 June 2023 approved acceptance of funding from the Gloucestershire Strategic Partnership to facilitate the replacement of the current analogue lifeline equipment with digital equipment, in readiness for the 2025 digital switchover.

Phase one of the replacement program is to replace approximately 50% of the current analogue devices with Chiptech devices.

These devices have already been piloted with Cheltenham Borough Council customers and have been found to be very easy to install and use. They are recognised as reliable devices within the telecare industry, and meet all of the required BS standards. They are readily available within the marketplace.

 

Procurement will be undertaken utilising the ESPO Framework 203-21 –Technology Enabled Care Products and Services.

This decision notice provides the relevant authority to enter into a contract with Chiptech technologies.

 

Alternative options considered:

The Chiptech equipment has been identified as being the most suitable to meet the council’s current requirements in respect of phase one of the lifeline equipment replacement programme.

Consultees

Consultation and testing has been undertaken with the PPP Taking Care, the new alarm receiving supplier. The Chiptech technology has been tested and found to be fully compatible with the required protocols of the alarm receiving platform.

Consultation was also undertaken with experts in the Lifeline technology market, with positive feedback being received in respect of the Chiptech technology.

Positive feedback has also been received from the installation staff and users.
