To award a contract to T H White Ltd for the supply of one Iseki SXG327 Ride-on Cut and Collect Mower for the sum of £18,998.00 plus VAT
Reasons for the decision:
The Council’s service provider Ubico, delivers environmental services including grass cutting across the borough. There is a Iseki ride-on cut and collect mower (WX17COA) on this year’s asset replacement programme which now requires replacement because it is at the end of its life, becoming unreliable and expensive to repair.
At this time there is no suitable alternative fuelled mower on the market therefore the replacement recommended will be powered by an internal combustion engine (ICE) but can be fuelled by HVO rather than diesel, thereby reducing carbon emissions.
The Cabinet report approving the use of HVO instead of diesel to support net zero dated 30 November 2021 refers. The report also acknowledges that HVO is an interim step until, in the longer term, charging infrastructure is available at the depot site for the whole fleet, including heavy goods vehicles and equipment such as this.
Procurement was undertaken by Ubico via the TPPL framework.

Officers have considered whether the service could continue to be delivered without this vehicle and concluded that it could not.
