To award a contract to:

 

Dennis Eagle Ltd for the supply of one Dennis Eagle 18T 4x2 refuse collection vehicle (RCV) c/w OL 10N body for the sum of £198,950 plus VAT plus £355 1st registration fee and 12 months road fund licence, Eco pack £155, recycling materials cage £840 and optional media advertising frame £830.

 

Total cost including options £200,775 plus VAT £355 1st registration and 12 months road fund licence.

Reasons for the decision:

The Council’s environmental services provider, Ubico, have identified this 14 year old vehicle as needing replacement due to its age and increasing maintenance costs and unreliability.  This vehicle is on the 2022/23 capital replacement plan and will be funded from within the existing capital replacement budget.

 

As part of the procurement process, and as part of the Council’s carbon neutrality plan, alternative fuelled vehicles have been considered however there are no alternative fuelled vehicles of this type that are suitable and available on the market at present. 

 

The replacement vehicle will be the latest, cleanest and greenest internal combustion engine available, a Euro 6 Diesel Engine, which will be fuelled by HVO not diesel. In addition, these vehicles will be fitted with eco-driving telematics to deliver more efficient driving techniques to further reduce carbon emissions and raise mpg.

 

This is in line with the Cabinet decision dated 30 November 2021 where the Council agreed the use of certified palm oil free HVO instead of diesel to reduce carbon emissions as an interim step to a longer term solution of either electric or hydrogen for HGV when infrastructure is available to support this. 

 

Procurement was undertaken by Ubico via the TPPL framework.
