Is Key decision?: Yes

Is subject to call in?: Yes

Decision:

In respect of an offer of £150k funding from NHS Gloucestershire Integrated Care Board:

  • To authorise the Cabinet Member Economic Development, Culture, Tourism and Wellbeing to agree the funding agreement with the NHS Gloucestershire Integrated Care Board whereby a grant payment of £150k will be paid to the Council
  • The grant will enable the Council to work in conjunction with the Cheltenham Integrated Locality Partnership, health commissioners and the Gloucestershire Strengthening Local Communities steering group to deliver community focussed work based around local priorities with a focus on reducing health inequalities.

Reasons for the decision:

The funding has been allocated to CBC to help us continue to deliver and build on our established community-based work in conjunction with the Cheltenham ILP funded via the 2021 SLC £100k grant and 2022 SLC £200k grant to deliver community based projects focussed on local priorities but with an underlying aim of reducing health inequalities.

Through working with the Cheltenham ILP, we agreed the following priorities for the grants:

·         Support individuals or communities that are facing health inequalities that are likely to have been exacerbated by the pandemic and/or the cost of living crisis

·         Enable communities to take an active role in improving their health and wellbeing both physically and emotionally

·         Encourage people to adopt active and healthy lifestyles

·         Deliver strengths-based wellbeing activities that enable people to re-connect with their communities

·         Help people to take more responsibility for their health and wellbeing

The 2021 £100k has been allocated to the following projects:

We can move led by Active Glos for 12 months – year 1

10,000

Detached youth work provision via Inspire to Aspire – year 1

20,000

Health inequalities grant pot (£100k) for voluntary and community sector providers to bid into

60000*

support strengths-based child poverty projects via No Child Left Behind community grant pot  / partnership-wide children and young people and families engagement project

10,000

The 2022 £200k has been allocated to the following projects:

We can move led by Active Glos for 12 months – year 2

10,000

Detached youth work provision via Inspire to Aspire – year 2

20,000

Health inequalities grant pot (£100k) for voluntary and community sector providers to bid into

65,000*

West Cheltenham health inequalities project coordinator (hosted by Springbank) – 24 months

35,000

West Cheltenham health inequalities project delivery

10,000

Sport and physical activity passes – for users of food banks / pantries

47,600

In terms of priorities and projects for our 2023 SLC £150k grant, we will now work closely with the Cheltenham ILP and also colleagues from ICB and other District Councils through our established Strengthening Local Communities (SLC) partnership board to identify these, though we would expect the priorities to remain broadly similar though with an additional focus on sports, play and healthy lifestyles

Our underpinning focus will remain on the reduction of health inequalities.

Alternative options considered:
