Decision:

To appoint Vickery Holman to undertake formal asset valuations on behalf of the council for the purposes of financial reporting for the year 2022/23.

Reasons for the decision:

The council is required to publish its draft accounts for the year end 31st March 2023 by 31st May 2023. Failure to complete this has severe implications upon the operation and reputation of the council.

 

As part of this annual statutory process, the council is required to undertake a review of its property assets and provide a certificate of valuation, which is required to be completed by a Registered Chartered Valuer.

 

Properties are required to be revalued every five years; this is undertaken on a rolling basis with part of the portfolio revalued individually and the remainder indexed in between revaluations.

 

Due to the constraints of the timescales and the level of importance attached to completing the financial reporting requirements, procurement of the valuation services was undertaken by restricted tender. Six companies were invited to tender, five of whom submitted proposals.

 

These were assessed and scored across a range of quantitative and qualitative measures, with Vickery Holman achieving the highest score.  

Alternative options considered:

A full ITT would have caused delays to an appointment and caused potential risk to financial reporting deadlines. The expedited process adopted ensures value for money whilst allowing the council to operate efficiently and effectively.
