Decision:

To appoint Arlingclose Limited to provide a Treasury Advisory Service that spots Cheltenham Borough Council from the 1^st March 2023 to 28^th February 2026, with the option to extend by a further two years after a joint tender undertaken in January 2023.

Reasons for the decision:

A joint tender exercise was carried out with officers representing Cotswold District Council, Forest of Dean District Council and West Oxfordshire District Council. As expected, tenders were received from Link Treasury Services Ltd and Arlingclose Ltd, the only two in the market currently. The tenders were evaluated by three Treasury/Finance officers and monitored by a Publica Procurement officer on the basis of Price 30% and Quality 70%. The selection questionnaire submitted by each tenderer was evaluated fairly and scored alongside any documents requested. The successful bidder was Arlingclose.

Alternative options considered:

No alternatives as there are only two suppliers of Treasury advisory services to local authorities – who both submitted tenders.
