Decision:

Approve the Discretionary Council Tax Energy Rebate Scheme Phase Three.

Reasons for the decision:

On 3rd February 2022 the Government announced a package of support to help households with rising energy bills. This included a main scheme and a discretionary scheme.

Cheltenham has been allocated discretionary funding of £162,450 to support those suffering financial hardship as a result of the rising cost of living. Payment can be made to households not eligible for the main council tax energy rebate scheme or a payment can be made in addition to the main scheme.

On 5 April 2022 Cabinet authorised the Executive Director Finance Assets and Regeneration, in consultation with the Cabinet Member Finance and Assets to determine the scheme details.

Due to limited funding the scheme has been made available to households in phases

The scheme is updated to allocate the funding in fully by 30 November 2022

Add phase three to section 3 making the scheme available to more households not eligible for the main scheme and offer a top up payment to some households eligible for certain welfare benefits.

Include a payment for Homes for Ukraine sponsors

Alternative options considered:
