To extend the terms of agreement relating to the sale of recycling material due to expire on 17 October 2022, to 28 February 2023, by Deed of Variation, for the following:

 

Clearpoint Recycling Limited

Salvation Army Trading Company Limited

Smurfit Kappa UK Limited

Biffa Waste Services Limited

URM (UK) Limited T/A Berryman

Reasons for the decision:

 

The Council’s contractual arrangements with re-processors for the sale of recycling material is due to expire on 17 October 2022.  A procurement exercise has been undertaken however the clarification question part of the procurement has taken longer than expected and there is now a need to ensure continuity of arrangements prior to contract expiry and award of new contracts.

 

The Council intends to enter into a short term extension of terms of agreement relating to the sale of recycling material due to expire on 17 October 2022 to 28 February 2023.  Deeds of variation have been prepared by OneLegal.

 

During this period the procurement exercise will be completed and new contracts awarded to start from 1 March 2023.

 

Alternative options considered:

 

It is necessary to remain within contracted arrangements for the sale of recycling materials to protect the Council’s interests with regard to fulfilling its statutory waste collection responsibilities and sale of materials therefore, in the time available, there is no alternative other than to extend our existing arrangements to allow for a robust procurement exercise to be completed.
