Decision:

To appoint Avison Young to undertake Occupational Agency Services for the Golden Valley Development to assist the Authority in capturing the occupier pipeline for the scheme for a fixed fee of £12,000 until a development partner is appointed. A marketing expenditure to be agreed up to £3,000.

Reasons for the decision:

The appointment is for occupational agency services at West Cheltenham (Golden Valley Development). It will support and complement the existing work the Council and external consultants are undertaking to promote the opportunity to occupiers.

A competitive tender with 4 suppliers was undertaken for the contract and Avison Young scored the highest.

Alternative options considered:

To not instruct for the work. To progress with internal team without specialist property agency support. However it is clear that a real estate consultant has an in depth knowledge of the market and can help utilise their contacts in order to ensure opportunities are not missed where corporate occupiers have future property requirements that could be suited to the scheme. This skill set is not available within CBC – particularly in a niche market.
