Decision:

To award a contract to supply of 3 No. Toyota Hilux 4x4 Vehicles (2 No. for Cheltenham Borough Council Park Rangers and 1 No. for Ubico.)

 

1 No. Toyota Hilux Double Cab 4x4 (Spec 1) @ £25,974.66 plus VAT and £345.00 RFL and 1st Reg Fee to be raised on CAP133

1 No. Toyota Hilux Extra Cab 4x4 (Spec 2) @ £25,461.34 plus VAT and £345.00 RFL and 1st Reg Fee to be raised on CAP133

1 No. Toyota Hilux Double Cab/Cage (Spec 3) @ £30,820.36 plus VAT and £345.00 RFL and 1st Reg Fee to be raised on CAP301

 

 

All as per tender submission number UN10892 to the TPPL Framework

Reasons for the decision:

The two park rangers vehicles are 15 years old this year. They are becoming less reliable, more costly to maintain and are more polluting than more modern vehicles.

 

The Ubico vehicle is to replace the old vehicle that has already been disposed of and appears on this year’s vehicle replacement plan (line 42).

 

After extensive market research, it has been found that are currently no manufacturers that make 100% electrically powered vehicles on the market..

 

The vehicles to be replaced are more polluting than newer more modern vehicles, and the new vehicles being procured will be fitted with Euro 6 diesel engines which meet the latest and best emissions criteria, these vehicles will also be suitable to be fuelled by HVO drop in fuels, that the Council will be rolling out during 2022.

Officers have considered whether the service could continue to be delivered without this vehicle and concluded that it could not
