To support the Severn River Basin District Flood Risk Management Plan

2021 to 2027 in so far as it affects Cheltenham Borough and engage actively

with partners to support delivery of its actions.

Reasons for the decision:

This decision relates to the second cycle Flood Risk Management Plan

(FRMP) which is a plan to manage significant flood risks in the Flood Risk

Areas (FRAs) identified in the Severn River Basin District (RBD). Producing

the FRMP for these areas is a requirement of the Flood Risk Regulations

2009.

Cheltenham is identified as a Flood Risk Area (FRA) because the risk of

flooding from surface water is significant nationally for people, the economy

or the environment (including cultural heritage). On these matters, the

Borough Council works with Gloucestershire County Council as Local Lead

Flood Authority together with the Environment Agency and Severn Trent

Water.

The FRMP contains a chapter detailing the Cheltenham Surface Water FRA

and officers have supported the Environment Agency and Gloucestershire

County Council in the preparation of this together with the actions arising

through to 2027. This includes actions where Cheltenham acts as the

responsible authority. These actions will be managed through the councils

flood service function.

This FRMP replaces the FRMP previously in place, which also included

actions for Cheltenham Borough for the management of surface water

flooding.

Public consultation, undertaken by the Environment Agency closed on 21st

January 2022, during this consultation process engagement took place with

the portfolio Cabinet member Climate Change with wider member briefing

and request for comments provided through the fortnightly member briefing

note to all members (November 2021).

Engagement and briefing with Cabinet portfolio holder in the preparation of

this decision form.
