Decision:
To award remaining grant funds from the Public Sector Decarbonisation
Scheme (PSDS) to Low Carbon Estates to investigate potential energy
saving projects at the Leisure Centre, Tommy Taylors Lane, Cheltenham
Reasons for the decision:
The council was awarded £382,600 by the PSDS to install an integrated
metering network with accompanying software program, in order to reduce
the energy consumption of the authority’s eight largest public buildings.
However, based on the original tender there was approximately £93,000
which has not been required for that project. Salix (the grant funders) agreed
that they would prefer us to explore a way to spend the leftover cash, but
there are very stringent guidelines and only a few months available, which
limited our options.
It was agreed that as the Leisure Centre has the largest
footprint of the buildings, it was best to further invest there, in identifying
savings and further projects.
Low Carbon Estates had already done a small
amount of investigation at the building already and rather than waste that
intelligence, it was agreed to expand their remit so that CBC could identify
new technology solutions to carbon savings and make further applications
for government investment.
Alternative options considered:
Install additional sub meters - There was no appetite for installing further
meters of the original type in the council’s other buildings, based on ongoing
revenue costs which could not be covered. There was no identifiable
technology which could be easy installed in the time period, based on the
grant guidelines.
