Decision:

To extend the energy buying partnership which was originally formed in 2020, with Cotswold, Forest of Dean and West Oxfordshire councils by way of a new consortium

agreement, separate to the energy supply contract.

It has been agreed that Cheltenham BC as the partner with the largest supply will act as lead authority.

Reasons for the decision:

Buying as a group of authorities offers bulk buying discounts, based on the larger collective energy supply requirements. The current energy crisis means that any

discounts are particularly important currently.

 

The agreement covers each partner’s responsibilities in a fair and equitable manner.

Alternative options considered:

·         To procure separate energy contracts, see note about discounts

 

·         To procure one contract signed by all parties –this was considered too difficult and lengthy, based on the current volatility of prices in the market and that any delays risked having to commit consortium members to higher utility prices.

This decision was subject to consultation with the Executive Director for Finance and Assets
