Decision:

To award community grants to the following two organisations:

           A grant of £10,000 to Springbank Community Project to enable them to take on the full repairing lease of the Ron Smith Pavilion

           A grant of £5,000 to Cheltenham Paint Festival to enable them to proceed with plans to hold the 2022 Paint Festival in Cheltenham

Reasons for the decision:

In respect of the grant to Springbank Community Project, the council is currently working with the group to enable them to take on the lease of the Ron Smith Pavilion. This will benefit the group given them security of tenure and allowing them to make longer-term, plans to sustain their valuable work.

 

The group have expressed their concerns about meeting the running costs of the building. To enable the lease to proceed, I have agreed to award the group a grant of £10,000 that will cover their running costs for the first two years of the lease. There is a then a break clause at this point so if the building cannot be made to be financially sustainable, the group can exit the lease.

 

In respect of the grant to the Paint Festival, the organiser, Andy Davies, is working hard to complete plans to being the Festival back to Cheltenham in 2022. Last year, due to the uncertainty of local funding, Andy supported the Worcester Paint Festival instead.

 

I have agreed the grant to ensure the Paint Festival happens in 2022 in recognition of all the benefits that it beings.
