Decision:

Dennis Eagle Ltd. be awarded the contract for the supply of one 26t split-back refuse collection vehicle (RCV) including 1 x DE Eco pack and WEEE cage for the additional cost of £920.00 and £355.00 1st Registration Fee and 12 Months RFL at a total cost of £234,928.00 plus VAT to be delivered as soon as possible.

Reasons for the decision:

The council’s environmental services provider, Ubico, have identified this 11 year old vehicle as needing replacement due to its age and increasing maintenance costs and unreliability.  This vehicle is on the 2021/22 capital replacement plan and will be funded from within the existing capital replacement budget.

 

As part of the procurement process, and as part of the council’s carbon neutrality plan, it is necessary to establish if vehicles being replaced can be replaced with alternative fuelled vehicles.

 

There are no alternative fuelled vehicles of this type that are suitable and available on the market at present therefore the replacement vehicle will be diesel fuelled but will operate on the cleanest and greenest diesel engine available, a Euro 8 Diesel Engine which can move to HVO as soon as is practically possible and is in line with the Cabinet decision dated 30 November 2021.

 

The procurement will be funded from within the existing 2021/22 capital replacement budget.

Officers have considered whether the service could continue to be delivered without this equipment and concluded that it could not.

Internal consultation has taken place with the relevant officers and the cabinet member, waste, recycling and street services and Cabinet Member, Climate Emergency.
