To enter into a Contract with Street Design Limited for the supply and delivery of street furniture for Cheltenham City Centre and High Street.

Reasons for the decision:

To support the Cheltenham Transport Plan 4 trial in developing Boots Corner, involving the temporary public realm improvements including enhanced seating, planters and various artistic elements.

 

Alternative options considered:

Quotes were sought from four companies, of which only two provided the most complete quotes. It was confirmed that Street Design offered the most comprehensive and cost effective quote at £24,126. Following a number of minor amendments to the overall design of the plinth and carriageway items, a purchase order for the lower amount of £20,171 was raised.

Other reasons / organisations consulted

Consultation undertaken with Gloucestershire County Council regarding the impact on highways, under its appropriate powers under the Highways Act 1980. Planning was consulted to determine the need for planning permission.

Gloucestershire County Council grant Cheltenham Borough Council permission to carry out works and put items in the highway under its respective power under the Highways Act 1980. Works were granted to be undertaken under permitted development under Part 12 of The Town and Country Planning (General Permitted Development) (England) Order 2015 (as amended) which allows local authorities to carry out works without requiring planning permission within the limitations set out in Part 12.
