Reasons for the decision:

A Local Lettings Plan has been agreed between Cheltenham Borough Council and Cheltenham Borough Homes to cover all lettings of flats within Evenlode Avenue, Whaddon, Cheltenham, for a period of fifteen months from the date of this agreement.

 

This is as a result of significant anti-social behaviour and criminal activity arising from the behaviours of an individual with highly complex needs living at a property on Evenlode Avenue, Cheltenham and their associates, which has severely impacted community cohesion and resident wellbeing within the wider area.

 

This Local Lettings Plan will provide additional safeguards to protect residents from further similar criminal and anti-social behaviour, in addition to safeguarding vulnerable residents in the area from criminal exploitation.

 

Deploying this Local Lettings Plan with immediate effect will help to support the mental health and wellbeing of Evenlode Avenue’s residents and the wider community.

 

Please note that this Local Lettings Plan will be reviewed by key officers from Cheltenham Borough Council and Cheltenham Borough Homes (CBH) on an annual basis following Officer Sign-Off to determine whether the lettings plan is still required or if an extension or amendment of the Local Lettings Plan is appropriate.

 

If, for any reason, the Local Lettings Plan is not functioning as intended, the Council will have the ability to review the Local Lettings Plan, in consultation with CBH Officers, prior to the annual review date(s).

Alternative options considered:

An alternative option considered was not having a Local Lettings Plan in place.

 

However, due to the severity of the effects of the anti-social behaviour and accompanying criminality experienced by neighbours and the wider community by a previous tenant living in Evenlode Avenue and their associates, it was felt that additional safeguards, in the form of a Local Lettings Plan were needed to support community stability within Evenlode Avenue and the immediate neighbourhood.

The draft Lettings Plan has been agreed with key officers from CBH and in consultation with Councillor Mike Collins (Cabinet Member Housing).

 

Key officers from CBH and Councillor Mike Collins are supportive of the principle and detail provided within the Local Lettings Plan for Evenlode Avenue. It is agreed that a Local Lettings Plan is required to help bring stability and resilience to residents living in the immediate area.
