Decision:

To vary the agreement for the provision of homeless outreach services dated 3rd August 2017 as detailed in Section 4 below.

Reasons for the decision:

CBC along with county partners including Cotswold District Council, Forest

 of Dean District Council, Gloucester City Council, Tewkesbury Borough Council,

Stroud District Council, Gloucestershire County Council, NHS Clinical Commissioning group, The Police and Crime Commissioner for Gloucestershire and the Contractor

P3 (People, Potential, Possibilities) entered into an agreement for the provision of

Homeless Outreach Services on the 3rd August 2017.

 

The parties wish to vary the Agreement as follows:

           To extend the contract from the current expiry date of the 31st December 2021 until the 31st March 2022.

           To extend the use of the client personalisation budget to 31st March 2022 (i.e. in order to remain in line with the length of the contract).

           To extend a number of operational posts (detailed below) to 31st March 2022, to ensure this remains aligned with funding awarded by the government’s Rough Sleeping Initiative (RSI funding).

 

 

         2 x Full Time Outreach workers:

         1 x Full Time Specialist Outreach Worker:

         1 x Full Time Hospital In-reach worker

 

The variation of the contract as listed above will be up until the 31st March 2022 when the contract will end and work is commencing on the procurement process for the new outreach service which will commence on the 1st April 2022.

 

The decision to extend the contract from the current expiry date of the 31st December 2021 until the 31st March 2022 ensures that going forward the contract is in line with the RSI (Rough Sleeping Initiative) funding timeline which funds elements of the outreach team.

 

This extension period has also allowed more time to clarify the needs of the new outreach service and mitigates the impact of a potential handover of the outreach contract during what could be a busy SWEP (Severe Weather Emergency Protocol) period.

 

The extension of the contract to the end of March will be covered by existing budgets.

Alternative options considered:

To not vary the agreement which would expire on the 31st December 2021.

 

This would have meant a lost opportunity to ensure going forward the contract is in line with the funding timelines of the RSI funding. It could have also exposed the council to possible logistical risks associated with the handover of the outreach contract during a period of potentially severe weather, when SWEP (Severe Weather Emergency Protocol) might be triggered.
