Purpose:

For Cheltenham Borough Council to enter into a participation agreement with county partners (listed below) for the purpose of cooperating in the joint commissioning of services intended to reduce rough sleeping, alleviate and prevent homelessness in Gloucestershire.

 

The participation agreement will be between Cotswold District Council, Forest of Dean District Council, Gloucester City Council, Stroud District Council, Tewkesbury Borough Council, Gloucestershire County Council, The Office of Police and Crime Commissioner and the NHS Clinical Commissioning Group.

 

Gloucester City Council has agreed to act as the Lead Partner for the procurement of such services in its role as employer of the countywide programme team.

Reasons for the decision:

The purpose of the participation agreement is to set out the responsibilities and contributions for the funding, delivery and management of services between the Participating Partners for both current and prospective services.

 

The participation agreement will deliver services and programmes which aim to reduce rough sleeping, alleviate and prevent homelessness across Gloucestershire. This supports the delivery of Cheltenham Borough Council Housing, Homelessness & Rough Sleeping Strategy and its key outcome of tackling homelessness.
