For Cheltenham Borough Council to extend the current contract (dated the
9th March 2021) ‘For the Provision of Link Workers Support’ between
Cheltenham Borough Council and People Potential Possibilities (P3) until the
31st March 2022
Reasons for the decision:
Cheltenham Borough Council currently have a contract with P3 to provide a part time link worker role to provide intensive support to a small number of entrenched rough sleepers within Cheltenham.
This dedicated resource provides additional intensive support to clients who are entrenched in rough sleeping and are not engaging with the current support offered to help broker possible bespoke solutions and pathways.
The link worker role commenced on the 9th March 2021 and is due to expire on the 30th June 2021 and is currently funded through one-off short term ‘protect plus’ funding provided by the Ministry of Housing, Communities and Local Government (MHCLG), following our successful funding bid.
Clause 2.1 of the current contract allows the contract to be extended for a further period of up to one year upon the same terms and conditions as contained in the Contract.
Using funding from an unexpected ‘windfall’ payment of £60,000 from MHCLG: ‘RSI (Rough Sleeping Initiative) 4 uplift payment,’ which provides funding for accommodation costs and initiatives to support people rough sleeping, Cheltenham Borough Council would like to extend this current contract until the 31st March 2022 at a cost of £14,984.79.
This work will continue to intensive engagement and support with people who are rough sleeping, and supports a key outcome of Cheltenham Borough Council’s housing, homelessness and rough sleeping strategy 2018-2023 to tackle homelessness and to undertake activities to reduce rough sleeping.
