Reasons for the decision:

To support the outcomes of the emerging Town centre vision and help inform potential future funding bids for investment.  Three consultants were invited to bid under the Council’s procurement rules for commissions under £10,000. Consultant 1 chose not to submit a bid. Consultant 2 submitted a bid at a value of £8,500 Consultant 3 submitted a bid at the value of £9,997.50.

Alternative options considered:

1. Undertaking work in house - Not suitable due to capacity and full range of skills not available.

2. To not complete the work – as we respond to the significant pressures affecting the town centre together with the impacts of Covid-19 pandemic, this work responds the Place Vision, Cheltenham Economic Recovery Strategy and the outcomes of the Cheltenham Economic Recovery Task Force
