To enter into a participation agreement under which Forest of Dean District Council shall procure the services of a consultant to produce a Gypsy, Traveller and Travelling Showpeople Accommodation Assessment, on behalf of itself and the following authorities: 

·         Cheltenham Borough Council

·         Cotswold District Council

·         City of Gloucester

·         Stroud District Council

·         Tewkesbury Borough Council

Under the terms of the participation agreement Forest of Dean District Council will procure the services of a consultant who shall provide the assessment. The participation agreement will provide a framework for managing the authorities’ relationship in regard to the contract and its services e.g. how payment is to be made and in what proportions.  It is envisaged the contract will have a term of 21st January  2021 to 31st June 2021

This decision, at this time, does not commit the council to expenditure.  This will be informed by a procurement exercise.

The named local authorities require the assessment to assist in the production and review of statutory development plans and housing strategies, and specifically to ensure the needs of Gypsies, Travellers and Travelling Showpeople are reflected in same.

Each Council to procure its own consultant. This would not be cost effective, nor in the spirit of collaborative working as agreed through the City region Board and the Gloucestershire Economic Joint Growth Committee.
