Reasons for the decision:

The purpose of a local lettings plan is to ensure that households accommodated within a new development can support the creation of a new and sustainable community. It is for the Council to determine what goes into a particular lettings plan, with agreement of the Registered Provider.

It is proposed that a local lettings plan is applied to the new scheme at Millers Place to help support a sustainable and cohesive community.

Details of the proposed plan are attached. This will be reviewed after 12 months.

It should be noted that of the 43 homes that will provided on this site only 2 of these homes were required to be affordable housing as part of the section 106 agreement. Had this site not been acquired by a Registered Provider, then the remaining homes would have been delivered as private, market housing.

In the first instance, Bromford will seek to allocate these ‘additional’ 41 affordable homes to existing Bromford tenants, principally as part of its initiative to decant tenants from its remaining Regency stock (which it is looking to dispose onto the open market). However, if there are any remaining vacancies then these will be advertised in the usual way via Gloucestershire Homeseeker, and in accordance with the attached local lettings plan.

Advertising the properties on Gloucestershire Homeseeker Plus without a Local

Lettings Plan has been considered however for the reasons listed above it is felt

that a local lettings plan for the initial lets of this property will help create a

balanced and sustainable community within the wider community.

The draft Lettings Plan has been agreed with key officers from within Cheltenham Borough Homes and in conjunction with Councillor Peter Jeffries - Cabinet member Housing.
