Reasons for the decision:
Following the retirement of the Council’s flood engineer a full review of service has been undertaken. Elements of work are retained in house, but specialist advice is required.
Contract entered into for 1 year, to test the effectiveness of external specialist advice.
Alternative options considered:
Assessment was undertaken that looked across specialist consultancies as well as the services offered by Publica. Publica holds locality knowledge, an existing relationship with Lead Local Flood Authority and demonstrated value for money.

To understand the needs of the County Council in its role as Local Lead Flood Authority and assessment of Publica experience on flooding issues.
