Decision:
1. That the property edged in red on the attached plan is disposed.
2. Authority to be delegated to the Head of Property and Asset Management in consultation with the Cabinet Member of Finance:
To accept an offer which, in his opinion represents best consideration in respect of the property and upon such other terms as he considers necessary or desirable to protect the council’s interests.
3. The Borough Solicitor be authorised to conclude such documents reflecting the agreement reached by the Head of Property and Asset Management as she considers appropriate.
Reasons for the decision:
· The property is deemed surplus to operational requirements and the disposal will achieve a sizeable capital receipt for the council.
· The property has been leased for several years by the adjoining property owner. However, a local builder is proposing a joint development of both sites, subject to planning, for circa 18 units.
· The council’s site is very narrow making it difficult to develop alone. Pursuing a joint development with a single builder enhances the value as a Special Purchaser.
· The builder is working with CBH to bring forward desperately needed social housing.
Alternative options considered:
Retain the property. The property would be subject to anti-social behaviour, e.g. fly-tipping, graffiti, illegal parking and abandoned vehicles.

The Cabinet Member for Finance and Cheltenham Borough Homes (CBH) have been consulted.
CBH is keen to bring forward social housing units.
