Decision:
To extend Perfect Circle JV Limited’s existing appointment under the SCAPE Built Environment Consultancy Services Framework Agreement dated 5 Oct 2016 to include their Proposal for the provision of Design, NEC Supervisor, Project Management and Quantity Surveying services for the Strand / Cambray Place Public Realm Improvements project.
Reasons for the decision:
The Council needs continuing and additional professional support for improvements to the public realm in the Strand and Cambray Place which will support delivery of the Council’s key priority to continue the revitalisation and improvement of our vibrant town centre and public spaces.
Alternative options considered:
The Council has considered alternative procurement approaches including its own tender process, other Framework Agreements and other direct award versions.
The Council has examined the SCAPE Built Environment Consultancy Services framework in detail assessing its processes for making a direct award and the potential contractor to whom the award would be made.
The Council has determined that the Built Environment Consultancy Services Framework Agreement with direct award offers best value and an efficient procurement approach.

Consultation has been undertaken with the Leader of the Council, the Cabinet Member for Development and Safety, and the Town Centre Public Realm Programme Board. The Programme Board includes leads from Gloucestershire County Council, Publica Procurement, Publica Finance and One Legal.
