Reasons for the decision:

The council’s Community Pride scheme is now in its 13th year  and has allocated over £520,000 to match fund over 300 community based projects.  The focus of the scheme has traditionally been on improving and enhancing the public realm, but in the last 2 years there has been more emphasis on supporting the ambitions of the place vision. 

 

There were two pots of funding; up to £30,000 via community pride grants, to match fund projects up to the value of £5000, and up to £4000 for small scale projects, events and activities up to the value of £300. 

 

The grant schemes were open for applications from Friday 12th April to Friday 7th June 2019, allowing 8 weeks for organisations to apply.  The schemes were publicised through a media release, information on the council’s website and social media and Gloucestershire Rural Community Council. 

 

An assessment panel met on 19 June 2019 to assess the 28 community pride and 7 community building applications received and to make recommendations to the Leader of the Council.  The panel comprised the Leader of the Council; Angela Gilbert from Gloucestershire Rural Community Council and Richard Gibson, Louise Forey and Helen Down from the People and Change Division.

 

Reasons for the recommendations

The community pride applications received were for a total of over £92,500 from a budget of £30,000.  The applications were assessed against the criteria in the application guidelines:

·      Projects led by any parish council, constituted voluntary sector, community or neighbourhood based organisation.

·      The project’s contribution to our place vision and ambitions;

·      The project’s value for money in terms of its community benefits versus the amount of grant requested;

·      That the project will meet an identifiable need or build on an opportunity;

·      What will the project achieve;

·      What the longer-term legacy of this project will be;

·      Accessibility at no cost to the general public;

·      Match funding of 50% of the project cost in place. 

 

The panel identified 17 community pride applications and 7 community building applications that met the majority of the criteria and recommended these for approval.  The total sum awarded was £32,255 for community pride grants and £2025 for community building grants. 

 

It is proposed that the additional allocation of £2255 over the £30,000 available for community pride grants be made up from historical grants which were never claimed.
