Decision:

To accept the revised offer from Willmott Dixon of £7,396,755 with other details as set out in the Stage 4 Gateway Report and to proceed with the construction phase of a new Crematorium (including access roads) at Bouncer’s Lane Cemetery and Crematorium under the contract between the Council and Willmott Dixon Public and Commercial Limited dated 28th April 2017.

Reasons for the decision:

In line with the review period established within the contract, Willmott Dixon has revised its offer.

 

The offer is within the originally agreed programme budget. The agreed designs will deliver the benefits originally set out. The construction will take place within a timescale acceptable to the Council. The risks which remain with the Council are acknowledged and as far as practicable, have been mitigated.

 

The offer has been scrutinised at a gate review and the review team has recommended acceptance.

Alternative options considered:

Not agreeing the revised offer. This has been rejected, as it would give rise to considerable cost risks and likely programme delays, which cannot be accepted given the urgent need to replace the council’s existing cremation facility.

Other reasons / organisations consulted

The Cabinet Member for Clean and Green Environment supports the acceptance of the offer.

 

One Legal and GO Shared Services Finance have advised on the legal and financial aspects of the decision.

 

Public and key stakeholder consultation indicated overwhelming support for the new crematorium. Specific consultation responses are available on the councils’ websites.

Consultation in respect of the construction of a new crematorium has previously been undertaken with the public, funeral directors, religious groups, ministers of religion and celebrants and other stakeholders.

 

Consultation has taken place on planning applications submitted to Tewkesbury Borough Council and Cheltenham Borough Council.
