Decision:

1. To award the contract to BT Surveillance for works to upgrade the public realm CCTV network to Vision RS10000E product as per quote outlined in Appendix 1a.

2. To award the contract in accordance with the following BT Surveillance documents:
• General Terms
• CCTV Service Schedule
• BT Redcare View
• Digital Video Storage Service

Reasons for the decision:

The authority was notified by BT Surveillance that following a strategic review of the BT RS1000D CCTV product set and pricing, from 01 April 2025, pricing for RS1000D rentals will increase by 100%. A copy of the notice is attached at Appendix 2 .
The authority’s current public realm CCTV network with BT uses the BT RS1000D product. In response to the 100% cost increase, it is necessary for the authority to upgrade and switch to a new BT Surveillance network product (Vision RS10000E) to avoid the prince increase and thereby ensure the sustainability of the public realm CCTV network.

Alternative options considered:

Cabinet Member for Safety and Communities can decide not to approve the award of the contract. The implication(s) of this will be that the authority will need to absorb the 100% revenue cost increase and/or decide to cancel some, or all, of the existing BT connections and therefore CCTV coverage in the town if the revenue cost increase cannot be afforded.
