Decision:

Approve the draft Public Spaces Protection Order (PSPO) in the attached appendix 1 which follows the format of the previous adopted orderin respect of Town Centre East car park for a further 3 year period. The order imposes prohibitions intended to reduce anti-social behaviour.

Reasons for the decision:

Town Centre East car park is be used by local businesses, residents, and members of the public, working or visiting the town centre. The location is adjacent to local business and surrounded by a number of residential properties. The previous PSPO was in place for 3 years from October 2021 and has now lapsed. Approving a new the order for another 3 year period will enable enforcement alongside other measures to tackle ongoing anti-social behaviour within the area which continues to impact the local community, visitors and businesses.

Alternative options considered:

Not to renew the order. Consideration has been given to this, but there is also concern amongst partners that the removal of the PSPO and therefore the suppression/deterrent effect would likely lead to an increase in the prevailing level of anti-social behaviour. feedback from partners Police, as well as the consultation feedback, shows that there is a need for the order. Not proceeding with the renewal to the PSPO would reduce the powers available to the police and authority to address antisocial behaviour issues.

Other reasons / organisations consulted

A consultation exercise took place between 10th October and 21st November 2024. There were 20 responses and all were in support of renewing the order.  The consultation results are in appendix 2.
