Decision:
To submit a funding bid to Phase 5 Public
Sector Low Carbon Skills Fund (LCSF) on behalf of Cheltenham
Borough Council for £481,500.
Reasons for the decision:
SALIX have launched a fifth funding tranche
for public sector decarbonisation. The Council have prepared a bid
for revenue funding to undertake design work on how we can
decarbonise the Leisure Centre, the Town Hall, the Pittville Pump
Rooms, the Wilson Art Gallery and Ellenborough House. These are the
buildings owned by the Council with the largest carbon
footprints.
The work will produce designs and specifications which can be used
to understand the cost of decarbonising these buildings and provide
an evidence base to apply for other external funding to deliver the
projects.
If successful, the work will be tendered over the Summer and
delivered in the second half of the financial year.
Alternative options considered:
For CBC to fund the design work ourselves, but
this alternative was rejected due to in sufficient resource and
expertise/qualification to provide the level of detail which could
be used to support future bids for capital funding.
CBC also considered not proceeding with the project however this
was rejected as this is a key element required to deliver the
Council’s Corporate Priority of carbon net zero.

Consultation has been undertaken with the climate team, the property team and with The Cheltenham Trust who manage a number of these buildings on behalf of the Council.
