1.   To approve the evaluation and selection of additional Preferred Registered Providers by the Lead Commissioner, Housing Services for the delivery and/or management of new affordable housing on the Strategic Allocation sites

 

2.    Note that the selection will be carried out jointly with Gloucester City and Tewkesbury Borough Councils and that the Councils will enter into a memorandum of understanding with the additional preferred providers.

RESOLVED THAT

 

1. An increase in the garden waste collection charge from £42/year to  £45/year per bin be approved

 

2. The prompt payment discount be retained at £3 per bin for households renewing their subscription ahead of their annual renewal date;

 

3. The spring offer discount be retained at £3 per bin for new

customers who subscribe to the garden waste collection

service during the period 1st February 2019 to 31st May 2019

 

4. appropriate consultation be undertaken with regard to:

 

·         An increase in the garden waste collection charge from £42/year to  £45/year per bin;

·         The prompt payment discount being retained at £3 per bin for households renewing their subscription ahead of their annual renewal date;

·         The spring offer discount being retained at £3 per bin for new customers who subscribe to the garden waste collection

service during the period 1st February 2019 to 31st May 2019; 

·         reducing the number of garden waste collections over the Christmas/New Year period by 2 collections each year commencing 23 December 2019

 

5. Authority be delegated to the Managing Director – Place and Growth, in consultation with the Cabinet Member for Clean and Green Environment, to decide whether or not to implement the above mentioned proposals after careful consideration of representations made and to take any steps as necessary to implement the decision.

a)    Increase the Council Tax Empty Homes Premium to 100% from 1st April 2019 in respect of properties which have been unoccupied and unfurnished for more than 2 years

b)    Increase the Premium for those properties which have been empty for 5 years or more to 200% from April 2020

 

c)    Increase the Premium for those properties which have been empty for 10 years or more to 300% from April 2021

To APPROVE:

 

·         The replacement of the current Board composition with the Board composition model contained in the Board report dated 15th August 2018 (as supplemented by the report appended to this Resolution) and to approve the outline recruitment process contained within that report.

 

·         The remuneration of independent Non- Executive Directors to be set at a maximum of £6,000 with flexibility to offer differentiation for the role of Chair.

 

The Resolutions will be effective if the other shareholding councils pass the same resolutions.

RESOLVED THAT

 

1.    Payment be approved to Gloucestershire County Council of £50,000 per year for 3 years payable from the date that Cheltenham Borough Council’s residual waste commences transfer to proposed waste transfer facility locally and authority be delegated to the MD – Place and Growth, in consultation with the Cabinet Member - Clean and Green Environment and Borough Solicitor, to finalise the terms of the settlement agreement.

2.    Cheltenham Borough Council’s withdrawal from the Gloucestershire Joint Waste Committee be approved, by serving the requisite notice or by negotiated early termination and delegates authority to the MD – Place and Growth, in consultation with the Cabinet Member - Clean and Green Environment and Borough Solicitor, to take all necessary steps and enter into such agreements as appropriate to effect this withdrawal, including seeking observer status for Cheltenham Borough Council at Joint Waste Committee meetings in the same way as Stroud District Council and Gloucester City Council.

3.    Completing the establishment and funding (as set out in 3.9 and in the financial implications in this report) of an in-house team be approved to undertake the functions currently delegated to the JWC and to deliver:

(a) management of the environmental services contract (waste, recycling, street cleansing and grounds maintenance) currently delivered by UBICO; 

(b) development and delivery of an improvement programme, approved by members, for 12-18 months, that will present business cases for individual work streams which will be reported back to members as appropriate;

(c) transfer of all remaining functions from the Joint Waste Team to CBC by 31 March 2019, subject to early termination negotiations;
