To publish a discretionary Disabled Facilities Grant policy, introduced countywide on a pilot scheme basis.

 

This policy will assist disabled facility grant applicants who require adaptations that will be above the mandatory grant limit of £30,000 to a maximum discretionary grant of £20,000 and/ or applicants who are unable to meet the assessed contribution following a means test, where there assessed contribution is £10,000 or below.

 

The Council’s existing Disabled Facilities Grant policy remains unchanged and in conjunction with the other Gloucestershire district authorities, this newly introduced discretionary grant policy is to be reviewed on a quarterly basis and fully reviewed in March 2023.

13/05/2022 - To approve the award of a 3 year contract (with the option of a 2 year extension) to Yotta by Ubico Ltd, and funding be given to Ubico to facilitate implementation costs ref: 2741    Recommendations Approved

To approve the award of a 3 year contract (with the option of a 2 year extension) to Votta by Ubico Ltd, on behalf of Cheltenham Borough Council, for the supply of an Environmental Services "Connected Working" Digital Transformation Solution at a total cost of £316,720 plus VAT for 3 years

 

(5 year total contract cost if the 2 year optional extension is taken up of £453,402 plus VAT)

 

AND funding be given to Ubico to facilitate the programme/project implementation costs of the system at an estimated cost of £93,926 for the 3 year period and £133,496 for 5 year period if the 2 year optional contract extension is taken up.

 

Total cost of programme/project implementation for Votta and Ubico is:

·         3 years: £410,646 plus VAT

·         5 years: £586,898 plus VAT (if the 2 year optional extension is taken up)

 

Please note: costs exclude inflation and extra module at approx. £12k­ £16k that may be required.

To approve the appointment of Willans LLP solicitors to provide legal services for the proposed development at Kidnappers Lane, Leckhampton, Cheltenham (S106 developer led design and build package deal) to provide 9 net zero carbon homes comprising 7 x social rent homes and 2 x shared ownership homes. The scope of services will include legal advice with respect to the land and golden brick agreement, JCT Design and Build contract clause amendments, review of the S106 Agreement and Deed of Variation if applicable, preparation of shared ownership leases and ongoing plot sales, plus any other issue that arises where advice and input is required.

consultancy input (up to RIBA Stage 3+) and Principal Designer (PD)

services which are required to deliver the project at 320 Swindon

Road. The redevelopment of this site will deliver 24 new affordable

homes.

 

2. That the engagement can be either by varying the existing agreement

with WSP UK Limited or entering into a new call-off agreement from a

Homes England Framework, whichever route is required by Homes

England.
