Decision:

To appoiint BWB to undertake archaeology and heritage consultancy (trail trenching) under appointment dated 14th Octiber 2020 on land at West Cheltenham (Golden Valley Development) for a fee of £64,453.90 which is 43.1% of £149,545 whereby Northern Trust and Midlands Land Portfolio Ltd are liable for the remainder.

Reasons for the decision:

The appointment is for archaeological trenching at West Cheltenham (Golden Valley Development).

 

BWB was a consultant that were previously working on the project prior to the Council’s land purchase.  A novation was provided for the appointment upon land purchase, however it was deemed more appropriate to undertake the work under new appointment.  The quotes were obtained by BWB when appointing sub-contractors to ensure best value. 

 

It was important the works proceeded when the other landowners were undertaking their trenching work to ensure best value as a result of quantum, but also in order not to cause delay to delivery of our land and ensure we are not behind neighbouring land owners in terms of progressing an application for commercial reasons.  On site works have now been completed.

 

The archaeology report is required in order to support any planning application on the land.  The Council has the right to assign its interests to a third party.

Alternative options considered:

Not to proceed, however the onsite works have already taken place.  This could delay a planning application.
