Decision:

To approve the appointment of Shield Electrical Services to deliver domestic electrical and associated works for a 5 year call off contract awarded under the JCT 2016 Measured Term contract.  There is the option for the contract to be extended for an additional 3 years. 

 

The full extent of the works to be delivered under the contract will follow electrical safety reports completed during the contract period.  However, whilst the full extent of the works cannot be determined at this stage a budget of £500,416 has been allocated across the 5 year period, which covers the renewal of 91 old electrical heating systems and 40 rewires. All works will be priced in accordance with rates that were competitively tendered.

 

CBH has worked with Shield Electrical Services previously and they provided a good service and excellent site works.  Their tender submission was of a high standard.

Reasons for the decision:

To facilitate the renewal of electrical wiring and electrical heating systems via a planned programme rather than via ad hoc contracts for individual works.  Procuring a five year, schedule of rates based contract is expected to achieve good value through delivering larger volumes of work and thereby achieving economies of scale.

 

There are 91 electrical night storage heating systems within the housing stock that have reached the end of their design life and need replacing.  It is important that they be replaced to ensure against total breakdown and cause residents unnecessary discomfort.  The replacement systems will be considerably more energy efficient (high heat retention type) and Lot 20 compliant which will be beneficial to the environment and for the resident they will provide greater heating control which is expected to deliver savings. 

 

It is a requirement that the electrical wiring systems within the housing stock is safe and CBH's programme of electrical installation condition reporting (EICR) ensures that any deficiencies are identified.  This proposed contract will include for undertaking necessary replacement/remedial works to meet compliance without the need for procuring individual orders

Alternative options considered:

To deliver works via individual works orders, but it’s considered this would not achieve economies of scale, or promote consistency of quality and would requiring greater administration.
