Purpose:

To enter into a contractual agreement with Gloucestershire County Council for the disposal of commercial waste arisings for an initial trial period of 2 weeks, which will be extended for a 3 year period upon successful completion of the 2 week trial to take effect as soon as possible.

Reasons for the decision:

Cheltenham Borough Council is committed to waste reduction and recycling as set out in corporate priority 3 of our corporate plan 2019-2023 and more recent climate emergency declaration.

 

Commercial waste arisings, unlike domestic waste arisings, are not currently disposed of at Gloucestershire County Council’s EfW plant and the Council wishes to change this to deliver a more environmentally friendly solution.

 

If, following a two week trial to demonstrate there are no operational difficulties with direct delivery of commercial waste arisings to a different disposal site, the Council will extend the agreement for a period of 3 years.

 

The change in disposal point will not have a negative impact on the MTFS.

Alternative options considered:

The Council could continue with its existing arrangements: however, this is not consistent with the Council’s commitment to continuous improvement or implementing initiatives to support climate change.

Other reasons / organisations consulted

Internal consultation has taken place with the Cabinet Member Clean and Green Environment.

Officers and the cabinet member support the decision being taken to change the disposal point for commercial waste arisings.
