Decision details

To update the CBC volunteer policy with information on one-off volunteering

Decision Maker: Cabinet Member for Safety and Communities

Decision status: Recommendations Approved

Is Key decision?: No

Is subject to call in?: No

Reasons for the decision:

The CBC volunteering policy was agreed by cabinet in April 2019. We have now had almost two years of working to the policy and feedback from officers has highlighted a need to update the policy. We would now like to include guidance on opportunities for members of the public to take part in ‘One off’ volunteering activities, without the need to go through the full volunteer application process.

This would be particularly useful for the Green space team who often hold, for example, tree planting days where many individuals who wish to take part only come forward on the day. The officers have found that requesting those volunteers to complete the full volunteer application form on the day is arduous and off putting and many supporters are lost. The process also creates a lot of paper work for the officers involved which can often outweigh the benefit of the volunteer support

As such, working closely with the Green space team, the strategy and engagement team have developed a disclaimer (signed off by the legal team) which volunteers will have sight off, and agree to when they sign in on the day. There is also a clear process for safeguarding measures using this new process.

Alternative options considered:

For one off volunteers to complete the full volunteer registration paper work on the day.

To allow any walk up volunteers to take part in the day without signing a disclaimer.
