Decision:

To enter into a three year contract with Allpay for the provision of services to facilitate cash payments at Post Offices.

Reasons for the decision:

On 7 July 2020 Cheltenham Borough Council Cabinet made decisions to close the cash halls and to allow customers who only have the means to pay in cash to make future payments at Post Offices. The council already have existing arrangement in place with Allpay providing a similar facility and entering into a new agreement with Allpay offered the quickest route to enabling former cash hall customers to pay at the Post Office. Remaining with Allpay is also the least disruptive option for existing customers already making payments at Post Offices.

Alternative options considered:

 

Investigations identified that there were only two suppliers who could meet the council’s specific requirements and that extending arrangements with the incumbent supplier enables the council to provide the best customer experience.

A third option currently in use by Cheltenham Borough Homes was also considered but rejected as it was a different offering which did not meet requirements.

 

Other reasons / organisations consulted

 

 Consultation was undertaken with Cheltenham Borough Homes who have existing arrangements in place for post office payments and are also affected by the closure of the cash halls.
