To extend the contract for replacement of windows and doors for an additional 12 months

Decision:

To extend the contract for the replacement of windows and doors with Nationwide Windows for an additional twelve months from the 31 March 2023 to 31 March 2024

Reasons for the decision:

It has not been possible to complete the contracted works due to the impact of the Covid-19 pandemic and the reason for extending the contract is to provide additional time to complete the works.

In 2016 Cheltenham Borough Council entered into a seven-year contract with Nationwide Windows for replacement PVCu windows and door across all of its housing stock where required.  The contract was amended in march 2021 to include GRP doors and is due to end on 31 March 2023.  Due to delays the contract is now required to be extended to 31 March 2024 in order to complete the works.

Alternative options considered:

The procurement of a new contract is an option, but it has been rejected as it is contractually permissible to extend the existing contract and importantly it is probable that a new contract won’t deliver as good value for money.  Furthermore it would delay for residents from receiving new windows and doors.
