To award a contract to Roberts Limbrick for £24,000 to undertake an initial feasibility study and agreed set of costed designs with a delivery programme that will inform the Invitation to Tender (ITT) for the works contract for the refurbishment of the public toilets at Montpellier Gardens incorporating a Changing Places facility.
Reasons for the decision:
Under contract rule 6.1.5 it is the Authority’s best interest to engage a particular consultant. In this case Roberts Limbrick
- have proven experience in a recent construction contract (Burrows Pavilion refurbishment) and of providing this service to a high standard and best value to achieve the project objectives
- are a trusted provider, able to work confidently and collaboratively with all key stakeholders and demonstrate high levels of professional integrity and a real passion to understand and deliver client requirements
- as a medium-sized consultancy, are of a sufficient size to have the necessary resources with the relevant experience to take the lead on delivery with minimal client input
- as a local business based in Gloucester, any site visits and face-to-face meetings can be easily accommodated at no/minimal cost.
To undertake a RFQ (Request for Quotation) procurement process for this work is likely to put unnecessary pressure on limited internal officer resource and would also likely outweigh any benefit for a contract of this value.
