Reasons for the decision:
The role of Head of Planning is currently held by an interim. This contract ends 17th September 2021. Recruitment is underway for a permanent appointment and until this is completed, appropriate support is needed to ensure effective delivery of the planning service. Advertising planning roles, in particular short term roles is particularly challenging within the current market and therefore utilising a short term consultancy contract enables the council to define and appoint to the appropriate skill set and level of experience required in a more time efficient manner.
Alternative options considered:
Advertising externally – previous recruitment has proved challenging due to skills and experience required. This experience is mirrored across other local authorities. Option rejected due to time delay and uncertainty of being able to recruit successfully.

Consultation undertaken with HR, ELT and lead Cabinet Member. Support to appoint on an interim basis recognising the wider needs of the business and corporate priorities.
