To appoint APT Marketing for external consultancy services associated with
Cheltenham reopening and recovery marketing and communications plan
utilising funding available via ERDF project (Reopening High Street Safely
fund)
Reasons for the decision:
Using funding from the Government’s Reopening High Streets Safely Fund,
Cheltenham Borough Council sought to appoint communications support to
deliver a marketing and communications plan through to the end of June
2021 that will support the safe and successful reopening of Cheltenham’s
High Street and also contribute to the town’s wider post Covid economic
recovery.
The support will be used for the following purpose:
- Working with Council service areas, Marketing Cheltenham and the
BID to develop and implement a marketing and communications plan
that will encourage people back into the town centre in a safe way.
- Audiences will primarily be the wider community, but the plan and key
messages will need to be closely aligned with business-related
marketing activity and reopening measures (retailers, leisure, events
and hospitality businesses, partners etc.)
A brief for the work was made available to bidders through the Publica In-Tend procurement portal with a deadline for responses by 24 February 2021.
Two bids were received and the bids were scored against the following
critera:
Price 40%
Quality – comprising: 60%
Quality of proposed method statement:30%
Quality of previous work 20%
Timeline 10%
One bid scored 71.66, and the winning bid from APT Marketing scoring 88.
I therefore have decided to appoint APT Marketing for external consultancy
services associated with Cheltenham reopening and recovery marketing and
communications plan.
Alternative options considered:
Due to the restrictions imposed by the Government’s Reopening High
Streets Safely Fund, it was not possible to use the funding to extend
contracts for CBC staff to deliver the brief. Instead, the requirements was
that work should be externally procured.
