2 x Toyota Hilux Single Cab 4x4 vehicles  c/w Tipper/cage body @ £23,866.60 each + VAT and registration/RFL (£315 no VAT)

1 x Toyota Hilux Double Cab 4x4 c/w truckman top @ £23,501.61 + VAT and registration/RFL (£315 no VAT)

 

Total Capital Expenditure £71,234.81 excluding VAT

plus 1st Registration Fee and RFL @ £315 per vehicle (no VAT)

Reasons for the decision:

The vehicle forms that part of the Ubico fleet which is old and beyond economical repair.  Among these vehicles are two 14 year old cage/tipper vans and a 14 year old double cab 4x4, used by the grounds maintenance team which are becoming more unreliable as time passes and is costing more money to keep in a roadworthy condition. The old vehicles have engines that are more polluting than found on more current models, due to this it was decided to look at a framework  (TPPL) to see if the lead time could be shortened in a bid to reduce revenue costs (ref. HCC1811097).

 

Climate Emergency - currently there are no other suitable alternative fuel vehicles available of this size on the market and a new vehicle will reduce emissions.   This will be funded from within the existing capital budget provision for 2019/20 and the necessary procurement processes have been followed.

Alternative options considered:

Officers have considered whether the service could continue to be delivered without this vehicle and concluded that it could not.

Internal consultation has taken place.  The Cabinet Member, Clean and Green Environment has also been consulted.

 

Officers and the Cabinet Member agree there is a need to procure the vehicles.
