Decision:

To appoint Perfect Circle JV Limited from the SCAPE Built Environment Consultancy Services Framework Agreement dated 5 Oct 2016 for the provision of Project Management and Quantity Surveying services for the Strand / Cambray Place Public Realm Improvements project.

Reasons for the decision:

The Council needs professional support for Project Management and Quantity Surveying.

The project is one of a number which will deliver the Council’s key priority to continue the revitalisation and improvement of our vibrant town centre and public spaces.

Alternative options considered:

The Council has considered alternative procurement approaches including its own tender process, mini competitions under Framework Agreements and other direct award versions.

The Council has examined the SCAPE Built Environment Consultancy Services framework in detail assessing its processes for making a direct award and the potential contractor to whom the award would be made.

The Council has determined that the Built Environment Consultancy Services Framework Agreement with direct award offers best value and an efficient procurement approach.
